how to replace rear bumper reinforcement bar 6th generation accord ?

Can someone tell me how to replace the reinforcer bar on accord 6th generation, having removed bumper the existing fixing bolts are badly rusted I cannot see how to remove old reinforcer bar?

Cut the bolt heads off then drill out the threads.

Replacing that particular rusty piece of metal was a happy coincidence of getting a towbar fitted
