My front fog lights work perfectly but certainly look like they've has water in them over the years as there is a white powder at the bottom of them. Anyone else seen this? Are they easy to take out as I haven't been under it yet,

Same on our FR-V, managed to get a new genuine Honda one from ebay for £80 delivered, otherwise about £180 from Honda. Same reason that they use glass on fog light and not plastic had to replace both on my 8 th gen Accord over the last couple of years as they seem to crack in the winter when the lights are turned on in the cold!!

To change them on the Accord was bumper off, the FR-V is going to be the same.

Ouch yet another unnecessary expense. I wonder if they come apart easily.
 
Not when I looked at them when I took them out and replaced them with plastic ones (I might have the originals in a box in the shed).

As John mentions, and as IIRC as well, you'll need to remove the front bumper to get them out.
 
What a bummer. I'd expect the bumper to bolt on/off but not being able to get replacements at a reasonable cost is poor.
