After quite a while of trying loads of ways to set the Upper clock time on my Jap Import Accord I have finally figured it out. In the UK the navi time will be 8 hours out so you need to set it as in this video -
To get the top clock display to sync to this I had to go to the H/U menu (top right at 0:34 in that video), set it to off, then press set (button bottom right). Turn the ignition off and wait for the immob key to go out on the dash, turn Ignition back on and go back to the H/U menu, set it back to On and press Set again. This should change the clock in the top display to the correct time.
For UK cars I think there is an H/U hidden menu option as well and doing the above might work for them.
