upside down light bulbs?

Over the weekend I fitted some Osram Nightbreaker Plus H1 bulbs to the dipped beams. Last night while driving on the motorway I could barely see in front of me!!! The lights seem to be pointing right down (1 metre in front of the car and no further) I changed the level settings from the dial on the right of the steering wheel but made no difference. Other cars that were overtaking had a much longer beam pattern then mine.

Does anyone know if these h1 bulbs have a right and wrong way up, and I've simply fitted the bulbs upside down?

I had this trouble for a while and when I turned the bulbs round the other way they were much better almost if they had been in upside down so it may be worth a shot.
 
I might be wrong but don't h1 bulbs have a sheild on one side.
But I might be getting confused with HIDs
 
im sure they only fit correctly one way...
