Cold Heater

I investigated the area behind the heater controls and the little pulley looks intact.

I also checked at the bulkhead for that water valve and it is moving to the Hi and Lo position

Not sure what the problem is in that case, sorry it didn't work for you :-(

well it turnes out it was a faulty thermostat.
Got it replaced on Friday and all is nice and toasty now

Absolutely, especially today, Fog all day up here in Galway, effing freezing.
