if the lowest temp is the same as outside why would it need to cut in? try putting the air flow up the screen like you're trying to demist it and see if it cuts in
when did you last use the air con? it maybe that it needs a re gas

you can eliminate some by doing a continuity test on the lead and see which terminals connect to the phono plugs i would guess they connect to the R,G and B and perhaps S is for shield on the phono leads
it is NOT part of the MOT so it wont fail that
i know if it was my car it'd annoy the crap out of having the light on so i'd probably get it fixed. talk to Honda see if you can get any good will on it as its a bit of a known problem
