Binding front brakes

Hi i had a issue with the front n/s caliper binding so bought a exchange caliper replaced it and the brake hose just to make sure , caliper still binding i filed pads down to remove excess paint before fitting re greased the slide pins and not sure what else it can be it seems to be intermittent some times thy are on had other times they just rubbing.

any ideas guys

Are the outer edges of the disc rusted? if so then scrape them clean
