Clutch pedal issues '03 type s tourer

i know this has more than likely been done to death but i have a very short travel clutch.
it doesn't slip just has a really short travel.
i am correct in thinking that its a master cylinder issue?
any experiences of similar problems and common fixes?

just bought the car and im going through a list of niggles -
steering play - any advice on tightening it up, track rod ends etc?
brakes - what OE spec disc are people using been looking at EBC with greenstuff
exhausts - any stainless steel cat backs out there off the shelf?

when you say short travel, you mean short travel back up from when you've put your left foot down to the floor ?

if so, then it probably needs a new clutch
 
no its the same in both directions and there no play in the pedal - it tops out fine...??
 
I'm not sure I've understood the symptoms.

Does the car change gear ok when driving ?

Does the clutch biting point keep changing ?
