drivers window problem

Hi all, my drivers window on my accord type S 53 plate does not come down. It was giving me some trouble before as it would get stuck and wouldn't go up sometimes. Now it is permanently stuck and won't go down.

Could it be the regulator? Any ideas or suggestions would be appreciated.
