Head light problem

Hope your all well

I have a problem on my accord 2005 estate.
The headlights dont work the 2 fuses under bonnet was blown replaced them, but still have no light they work on high beam just not dipped .

And suggestion

Don't the high and low beams have separate fuses? Maybe the low beam fuses have blown too. The bulbs are okay?

Hi there yes they do in the engine fuse box . Which I replaced unless there is a fuse els where . I can hear a clicking from the fuse box when turning lights on and off

If fuses and bulbs are all good next would be the headlight relay or the control switch/stalk.
Not sure if there is an accessible relay. Check under the fuse box cover for info.
