Headlights

My dipped beam alignment is all over the place.
My driver side basically points about 2 metres in front of the car and the passenger points up to the sky.
The dial inside doesn’t make much difference (it does move but barely). I’ve tried adjusting manual screw on the headlight but again doesn’t make much difference.
Any other ideas? I was thinking I may have to take apart and force it where I want.

the ball on the adjuster rod can jump out of its socket on the shroud, you can check this through the high beam dust cap and then trace the center axis through the adjuster motor into the housing. you will be able to re-insert it without taking the lamp out
other possible offenders... bulb upside down, or loose retaining wire springs
