New HID bulbs won't start

Hi,
I drive 2005 Accord Tourer. Today I wanted to replace HID bulbs but new bulbs won't start. I have original factory fitted HID system and original Philips D2S bulbs. I switched the bulbs back to old and everything was fine. Tried fitting the new bulbs for the second time and again they wouldn't start.
It's strange because something similar happened before. A few years ago after replacing the bulbs one of them wouldn't start. I switched left and right bulbs and they were OK until today.
Does anybody have an idea why this is happening? Failing ballasts? Failing ignitors? I doubt that bulbs are to blame.
 
I think I read something similar ages ago but I cannot remember where or the solution
 
I just tested two second hand ballasts with the same results. I also opened igniter to see what's going on inside during the start. With new bulb I see just a lot of arcing in the spark gap. The ballast is trying to ignite the lamp approx 1-2 sec before it gives up. To exclude the possible influence of wire harness (bad earth contact,...) I connected the ballast directly to the battery. Judging by these results the ballasts must be ok and the only suspicious thing left are the igniters.
Now I bought second hand igniters on ebay...
