O/S rear seat base won't flip forward

Hi guys,just new here so not too sure if this has been mentioned before,but,I've got a 2005 tourer and noticed I can't fold down the drivers side rear seat properly.ive looked at the passenger side and that works like(lift the lever at the top of back rest,once you start to fold the back bit down,the base flips forward by a piston/damper conectted to the back rest).I can get to the part were you start to move the back rest forward but the only moves a about half an inch.ive looked best I can,can't see anything blocking it and I don't think it's the cable as I can fold the back bit down(just not all the way)any info would help this little but infuriating situation

Give it a good pull and wobble the base up and down. They all do it mate

When starting the move i.e release catch and pull forward, reach down and ***ist the squab to come up, when you get it up "pardon the pun" you can see a bracket bolted to the floor, I found that "adjusting that (with a hammer) solved the problem.
