Yes like most guys have said, it's the ballasts transmitting radio frequencies that are swamping your aerial. I don't get this, but discovered it recently when tuned to a very weak signal and turning on the lights - I get more white noise - i.e hiss.
This is probably due to their manufacture and design. There is really only one thing you can do, - electrically bond the ballast case to your chassis. This in effect grounds the case and could absorb the transmission of the radio frequencies of the ballasts electronics.
Alternatively although sounds strange, you could also try insulating the metal case of the ballasts to see if that helps - the reason I mention this is because the Accord uses the back screen as an aerial. If you look above where the heating elements are, there are wires embeded in the screen - this is your aerial, it then get amplified. I'm not sure what's invovled in this amplification hence why I mention poss to insulate as grounding it may affect this aerial amp...
You could try both easily - a bit of cardboard temporarily placed underneath the ballasts making sure [the ballast] doesn't come in contact with the chassis is probably the easiest first, then if no good, ground the ballast by finding a suitable bolt/screw as near as possible to the ballast and run a wire to this and the other end to the ballast.

Finally if all else fails, I've got to admit I'd just change the ballasts to a different sort making sure you'd get your money back if the same problem prevails....
