Rear tyre cupping normal?

Ever since I have had the car it cups the rear tires. I have changed the shocks, done alignment 3 times with no luck. This time I have decided to rotate the tyres back to front after 10k miles on the new tyres as a prevention. The cupping is not visible to me at this milage /I am not tyre specialist/, but after swapping tyres the humming noise is unbearable when coming from the front. I have put the tyres back as the noise is more bearable when in the rear. The suspension is solid. Should I go for the control arms or the rotation should be done in less then 5k miles?
 
I have been inspecting my alignment print out. I have around -1° 40' camber on both rear wheels The toe is 0° 12' and 0° 11' /left-right/. What is the normal rear toe? Could this be causing my problem?
