Tourer handbrake issue - pads rubbing

The O/S disc is abit hotter than the other side and sometimes I get that funny smell when brakes are binding. It's not the caliper or pads, I've stripped and cleaned those twice, including the slider pins, plus these parts don't smell. The inside of the brake disc does smell, which indicates the shoes are rubbing.

I have backed them off by around 5 clicks now and cleaned the shoes/inside of the disc. I thought I had sorted it cos I've just come back from holiday and did 350 miles with no problems. When I got home from holiday I checked it again and the smell had come back, plus the disc was abit hotter than the other side again.

I'm going to remove the springs/clips this time and clean those but do the cables ever fail on these and where is the cheapest place to get a replacement?
 
WHEN YOU SAY CLICKS DO YOU MEAN THE HAND BRAKE LEVER OR THE SHOE ADJUSTERS? Ihad a problem whereby a garage fitter decided that the 5/6/ clicks on the hand brake lever was too much he pulled it down to three and cooked the shoes.

I'm referring to the shoe adjuster, I've backed it off so it's not dragging as much.

After looking at the parts diagram there are a couple of big bends in that cable so it might be getting restricted and not releasing the shoes.
