Turbocharger parts

Hi
On the top of the Turbo is a circular metal part with a rubber pipe connected to it. There is also a rod that goes down to connect to the turbo itself

Does anyone know what this does?

I ask because I seem to have a problem with the turbo where it doesn't kick in until 2 >2.5k revs. so acceleration is sluggish to say the least.

I have just checked the MPG and only getting 32mpg instead of usual 47>50mpg.
I have just had the injectors serviced by Bosch service centre and given engine thorough de-coke. Also checked mechanical and electric operation of EGR

Any help would be appreciated

That’s your actuator, it controls the variable vanes on the turbo.
