The relay in the 'Relay Control Box' is not readily accessible and probably not replaceable (otherwise I can't imagine why it would have been designed so badly). Disconnecting the wires on the underside of the box for a straight swop is fiddly but ok. Once the box was out I found that getting...

To answer my own question and to hopefully help others, I found that replacement of the main fuse box with one from a scrap yard cured the problem.
