Spotted my intercooler leaking a little, so it'll need to come out for repair or replacement. Which is the best way to get at it - do I take the bumper off, or the wheel arch liner?

The car has developed 'Police Squad' turbo wail and is down a little on power, so I went looking for leaks in the circuit. I moved the battery aside, shone a torch down the hole and spotted it blowing slightly. I don't think this is the cause of the wail (I think the turbo is tired after 115k miles good service), but thought it best to check these things anyway.
