Sounds like it could have some serious damage if the engine will not run. The oil pump chain snapped in mine and the engine still ran. Made some strange noises whilst nursing it a short distance to somewhere safe, but if that one wont even run without the accelerator being pressed, i would have thought it would be new engine time
 
Something seems odd about that add, but 1500 for that mileage, that age and with likelihood of an oil starved iCTDI.... no chance.
 
If your planning to buy the car other than for spairs leave well alone IMO
