4th gen Accord is very similar to Rover 600 5th gen i cant say, there is definitely similarity with the 4th gen, but not as much.

Could be a lot of things, but i can put a lot on the fact that the cold weather is affecting it. You can loose 5mpg or more overall even with a healthy motor. Be sure to warm the car up for 3-4mins before driving off, this means engine doesnt drive cold, which eats fuel.
